It’s also sad to see how much the life of this woman will change because of another’s actions. I know that happens in every case of rape, but this is just a bit beyond any other story I’ve heard myself.

Social stigma for rape victims is not unique to India. Even so, I can’t see such a marriage proposal happening here. (Then again, anything is possible.)
Your comments lead me to wonder how the social stigmas in the US may lead to the same situation, but in a more subtle way. For instance, a rape victim may be made to feel worthless. While no one may say they wouldn’t marry him or her because of the rape, the injury to self-worth and image may be extreme enough to make sure that marriage is seen as something that could never happen, further damaging an already fragile person. Of course, if you don’t care about marriage in the first place, the situation would be somewhat different in scope.
While I can see a rapist going to extremes to save their neck, this extreme doesn’t seem likely in America.
